this looks exactly like what driving in the colorado mountains in a snow storm looks like.. except irl it's scary as hell because there is black ice and cliffs everywhere.. also, it takes like 40 minutes to get anywhere in the mountains so you're guaranteed to be on the road for a hot minute, even without shitty driving conditions.. source, have a house an hour west of denver in the mountains, learned to drive there. luckily most people driving in the mountains aren't fucking idiots, because if you fool around you will 100% total your car or just straight up die going off a cliff..
as for the thread topic, WoW had some really good weather effects that changed the feel of the zones. GTA also has great rain graphics

Silent Hill 2's fog is really comfy. Similar feeling with Persona 4 too.

That specific one is high stakes/road challenge. The lack of sound doesn't do it justice - the PC versions of old NFS have fantastic ambient sounds that give amazing atmosphere. The thunderstorms in particular are great but they are a bitch to capture in webms as the rain effects are quite subtle and get lost in the compression.

What's the best way to get these games now? They do look comfy
Looking back Morrowind's weather wasn't anything special, but it worked well cause the game was immersive. Blight storms felt oppressive since you could catch the blight and people were covering their faces. Also whenever I think of comfy rain I think of Morrowind, though that's probably mostly nostalgia.
