You aren't always behind your own shield. Sometimes that shield is better off defending someone else or blocking the enemys line of fire. A tanks job is to defend their teammates, not necessarily themselves. With Reins shield, he protects both his teammates and himself simultaneously. With Orisa, your shield is for your team and your defense mode is for yourself.

For two seasons (basically half a year) she completely dictated the game's metagame. Season 2 was 100% about using Ana's overpowered ultimate on Reaper, Season 3 was 100% about using Ana's overpowered healing on tanks. When her ult was nerfed, Reaper disappeared from the meta. When her healing was slightly nerfed, tanks' position in the meta was severely diminished.

Ana also has conceptually fucked up abilities and fucked up design. For the first two seasons her gun did the same DPS as a 'damage dealer' character's gun does, but with no damage falloff. She also has an infinite-range stun projectile which is nearly invisible and moves so fast that it cannot be reactively dodged unless you're 100+ away.

I think you're right about Lucio's ult. In general, I think Blizzard lets healers do their jobs too easily; all 4 of their ults are instant activations that can't be denied in any meaningful way. Even the most frustrating of ults on the rest of the cast can be denied in multiple ways (a lot of which are healers pressing Q).

The problem with Overwatch is Activision's attitude toward the game. Everything is always solved with a PR trick of some kind.

Take the issue of 128 tick servers. People in CSGO, a rival competitive FPS, have been begging for 128 tick ranked servers for years. Valve doesn't want to do it because 128 tick servers are 2x as expensive to run as 64 tick servers. The fact that there are still no 128 tick ranked servers in CSGO is a large source of negative PR for the game.

Overwatch's servers, on launch, were 20 tick. The game was not originally designed that way. In the friends & family alpha they were 64 tick. The game's tickrate was LOWERED just before beta to a tickrate of 20. The community complained about the tickrate of 20 and eventually Activision increased it to 64. Afterwards the community did not complain about the tickrate any more.

I realized that Activision deliberately lowered the tickrate to 20 specifically so that the community could whine about it, Activision could ``````listen'''''' to their complaints, then the community wouldn't complain about the tickrate being only 64. They used a little PR trick to avoid the community asking for more expensive (but also higher quality) 128 tick servers.

Winston was one of the main causes that forced devs to implement highlander mode to avoid winston stacking and ultra dive comps with tracer and lucio (which made every game in 70 or higher at the end of season 1 and master or higher on 2 nothing but tracer, lucio and winston comps).
Winston was also always a constant second tank pick until 76 rise which countered him hard because he would completely wipe his shield in a second due to his damage buff and winston wouldn't be able to jump out safely or poke around and even then he was picked.

Guess what happened?
76 got nerfed and winston got buffed, so now he's constantly picked again

There's no middle ground or no place where she's good, THAT'S the issue.
Any SITUATION in which she can help, it's often handled better by OTHER heroes.
The result is a hero getting almost no picks because everyone else can do their job better and gives you no reason to go with this particular hero, which means the hero is under powered since it can't compete with the rest for a spot.
