They are basically different games as Sanada is a single storyline following the Sanada clan from the start to the end of Yukimura's life while you make your own story and conquer regions in Empires.
Access to other characters in Sanada is pretty restricted as well since it's following a set narrative, so if you want to use anybody at any time then Empires is still your game.

Been busy playing it. They really nailed it with the focus on the story this time around. Generally I consider Musou games like this to be a mixed bag so I'm not quite sure what it is they did to make me enjoy it. I also really like Masayuki and honestly I'm not really a big fan of Yukimura so once he becomes the lead I'm not sure if I'll be enjoying it as much, but maybe this game will make me like him.

This was definitely a step in the right direction though. The exploration, material gathering/hub world stuff and whatnot seems to be the prelude for the free roaming aspect they keep mentioning will be in DW9.

Some chapters will have side stages where you play as somebody else's army in another concurrent battle. Finishing it will let you use the characters from that battle in other free mode stages.
Eventually you can use everybody in exploration mode, but I haven't been able to get anybody but unaffiliated people so far (Goemon, Magoichi, Kojiro) but I've only advanced to chapter 8 or 9 so far.
