The way the level scaling works is that there are enemies specific to questlines/areas that you will only see if you are at least a certain level.

i.e doing the main quest right away vs. after you are level 50+ will result in a entirely different experience enemy-wise.

It's actually a pretty sweet result of the scaling in the game.

I run into the same thing, but it stems mostly from the desire to not integrate any new things in the middle of a run, so I wanna get all my modding done before hand. Of the three mainstream ES games, Morrowind does not have much if any scaling as far as I can recall. What's in the world is in the world for you to find.
Oblivion has lists for what'll spawn based on your level, which I believe tended to cap around 30. This includes both monsters and treasure, so you'll have like 5 different versions of some unique items. This meant that if you went into cave A at level 1, you'd probably find some skeevers and an iron sword, but if you came back in 10 levels you might run into bears and dwarven gear. This combined with the fact that it only ever considered your player level and not your stats or the level of your combat skills meant that it was pretty easy to get into a situation where the enemies outpower you because you happened to level up a few times from noncombat skills.
I never looked too deeply into how Skyrim scales. I believe they ended up going with some halfmeasure between Morrowind and Oblivions, in that enemies do scale to your level but certain types of areas have bounded ranges, like basic animal caves only scaling up to level 15 or something like that. As well, I believe the level of an area would be set when you entered it and stay that way for quite some time.
This is all from vague half memories, though. I haven't played any of the games in quite some time. Someone else will surely correct me.

NMM doesn't work perfectly for Oblivion. Most Oblivion mods were designed specifically to work with Oblivion Mod Manager, so that's the program you should use. OBMM works a lot like NMM does, so it shouldn't be too hard to get used to.

You could also use Mod Organizer and run OBMM through it. It's a little convoluted to do it that way, but it works, and you'll get the advantages of MO, like profiles and a clean Data folder.

Skyrim is actually worse in this regard, with a lot of mods requiring stuff like FNIS or a SkyProc patcher. The Immersive Creatures mod adds them to Skyrim. Actually, you've pretty much got it. Dungeons have minimum levels, too. If you're level 1 and go to a dungeon with a level range of 10-25, everything in there will be level 10, and you most likely won't be able to survive it.

They also fixed the "bandits in daedric armor" problem. The best armor any bandit will ever wear is steel plate, and even then, it will only appear on bosses.

I don't think that's necessarily a bad thing, except when it leads them to do things like making it possible to complete the mage's guild quest line without actually being a mage. The guilds should be something you do on separate playthroughs with appropriately-skilled characters, but I do like to do as many of the random sidequests as I can on the first playthrough.

In Oblivion, Dibella had more of a role closer to what Mara was in Skyrim. Dibella in Oblivion was more about love and the arts and Mara was associated with the hearth and home. In Skyrim, Mara was mostly associated with love and marriage while Dibella was largely just a sex goddess.

Why do I find all TES games apart from Skyrim really boring? And even that gets boring cause it's shallow.

Arena was cool for the first 2 hours but low draw distance in dungeons killed it.
Daggerfall felt completely off and random in the first dungeon.
Morrowind is way too slow and hard to orient yourself in the first town because of the lack of distinct landmarks.
Oblivion feels empty and bland as fuck.

One of the big things with Oblivion with Guns is that the XP system means you can realistically level skills that you don't spend every waking moment to level up.

Meanwhile in all TES games, Acrobatics & Athletics is a extremely shit skill, that is basically trainer or bust to get it anywhere. And it doesn't even add anything fancy when you do.

It doesnt, it scales your damage, at max difficulty you deal 16 times less damage - normal difficulty is 1/1 - max is 1/16.

Enemies just turn into sponges, just play on normal and be done with it. Also, its easy as fuck to make a Dark Souls setting - just needs a few small edits in game settings - weapon damage scales with strength, bows with agility.

After that, every strike can be fatal to you or the enemy.

What am I doing wrong? I'm using a lich sword but it takes forever to kill anything but I get royally fucked when more than one enemy gang up on me. The trolls in the painted world fucked me up and I had to cheese them by getting on the rocks. I also have to spend 3 minutes after every fight spamming heal minor wounds.

So I have never played Oblivion, and I am running low on WRPGs that don't forcefeed me into a The Coolest Sam The Cool Guy role like TW or Risen.

Seeing as how nothing is out on the horizon and titles where you actually get to choose n make your own damn character in an RPG are for some reason low, has Oblivion aged well enough to be worth a shot so late?

False. Being the chosen one means you can achieve your objectives specifically because you have been chosen, regardless of any other skills/knowledge. A good example of this is Mass Effect 1 - only Shepard can stop Saren because he's the one who interacted with the Prothean beacon that allows him to find the Conduit. His military training and leadership ability is irrelevant to that key factor. It could have been some faggot colonist that got zapped and Shepard would have had to drag him around the galaxy to save the day.

Prepare to spend hours on making your mods to work.
They don't tend to work with each other, or older versions refused to work with updated versions of other mods, some mods won't work with Special edition anymore and modders won't bother with updating them and order in which you arrange mods is important too, they can't just work in any order. You would need to spend yime to figure out the way in which the most of your mods are going to work and not crash the game.

Well in Oblivion there's BOSS which automatically sorts your load order; I couldn't have done it without that. Hopefully Skyrim has something like that because if not I won't even bother.

You should install Oscuro's Oblivion Overhaul which de-levels many parts of the game, so you have a higher chance to run into various kinds of enemies like minotaurs depending on if you're in a more dangerous part of Cyrodiil. Yes it most certainly does. You personality doesn't even need to be broken-high to make most NPCs in Morrowind non-hostile, around 120-160 range is where it happens depending on race and whether you keep your weapon drawn. Every NPC has an aggression level from 0 to 100 that affects how hostile they are, and most "enemy" NPCs have an aggression between 70 and 80. Those NPCs will not be hostile if they have high enough disposition towards you, which a high enough personality causes by default. The aggression also affects the distance at which they become hostile, so if you're just nearly at that threshold for a specific NPC you can still avoid combat as long as you don't walk right up to them.

For the enemies with 90-100 aggression that are almost always hostile, all you have to do is calm them for a second then intimidate them a couple times, which lowers their aggression when successful. It's the counterpart to taunt which raises aggression on success (most often used to make non-hostile NPCs attack you to avoid murder charges). For the very few quest NPCs that you can't normally persuade due to a forced "goodbye" in their greeting, you can bypass it by getting naked which makes them complain about your nakedness instead of saying goodbye right away.

It's pretty great how versatile persuasion is in Morrowind, allowing you to affect more than just disposition. A character skilled in speechcraft can basically talk their way into permanent calm, charm, rally, demoralize, or frenzy effects on anyone who's willing to talk to them in the first place.
