The X in Xenoblade X was meant to stand for elements like all the alien species, the sci-fi setting, the online stuff etc according to an Iwata Asks interview. 2 is meant to indicate a return to XB1's structure.

Although I do think the usage of "2" is riding on the popularity of the first one, like how the usage of "Xeno" in the title at all is riding off Takahashi's previous stuff. I'd be surprised if they didn't try for a British dub for the localized version, people are clearly fine with paying for Xenoblade: It's Like The First One But Slightly Different.
