He was not a conman, he genuinely thought of himself as a pioneer for a new frontier in Japanese game development. A Japanese multimedia empire, in fact. He blamed others for his mistakes for his whole career, and never realized how much Capcom's corporate structure protected him from his failures. He was obsessed with chasing the white whale that was the western market, when it will always be impossible for one to truly emulate the other. They can learn things from each other, but they can't become each other. He needed to focus on Mighty No. 9's development and instead tried to get way too many projects off the ground because he was that sure of his success. A conman would have taken the money and run, Inafune actually invested in his company's future, but went about it like an idiot.
People probably would've been a lot more forgiving towards MN9 and Jewnafune if it weren't for his constant push for westernization back in CAPCOM along with the whole fiasco with Kaio and Marvelous suffering huge losses from that

Sad that Inafune gets pegged as the con man, while actual con jobs like Spirits of Inao and Project Phoenix go quietly forgotten.

I kinda feel bad for him. The way it all played out it seemed like a con man's cash grab, but now it seems like he really was just inept and fumbled the whole thing, and now his reputation has been dragged through the dirt.
Still a shitty game, though.
