Kojima left because Konami is no longer interested in making Triple A games, and Konami froze the development of MGSV when they decided to leave the Triple A market, told them to release what they had, and that's it.
Then again, absolutely no one who ever steps into these threads knows absolutely anything about how the videogame industry works.
No, companies don't care about quality, no, companies don't care about what you spend the money on.

They give you a budget, and a deadline, and you have to make a profitable product.
