It's one of those game types that are hard to pull off. Every dev just slaps this one their games to reel in casuals. Open world games would only be good if there is something interesting and rewarding if you want to explore. The world should feel alive and interactive enough so you could immerse yourself into it. You don't:

It's really more that there shouldn't BE any "exploration" in an open world game. The developer should always have an idea of where the player is going.
That's why BotW succeeded so well where other "wide-open worlds" failed. Nintendo did a lot of testing to be sure that they were always in the player's head. It wasn't REALLY an open world, full of possibility. Nintendo always had you doing what they wanted.
