Yamato's meritocracy was actually the worst aspects of both Law and Chaos, and the ending cinematic gleefully reminds you of that fact (the scene where a kid literally lets his grandpa starve to death and calls him a loser, the villain shot of Bunny and the team).
Plus, for all his supposed leadership, Yamato did a terrible job in selling his viewpoint. Note that the only people who take his side are

Once Yamato's crazier dealings came to light, Ronaldo's views started making a whole lot of sense. I won't defend him trying to shoot Makoto nor many of the other blockheaded moves he took but that's in line with his characterization - he's brash and idealistic, but prone to anger and has an axe to grind. Much more relatable than Yamato's "foolish worms feadting on this rotten world's carcass" Hatred edgy rhetoric.

Yamato kind of fascinated me. I disagreed with him, and he was definitely kind of sinister, but he surprisingly wasn't actually out for personal power. His goal, in fact, guaranteed that people like him wouldn't exist anymore; you couldn't be born into power and prestige in his ending, you had to earn your worth. For all of his pride, he always had that undercurrent of disgust at the circumstances of his own authority. It made what could have been a very shallow, obvious villain into someone who actually had a point, and was genuinely trying to help humanity in his own way.

Ronaldo doesn't have anywhere near the resources and knowledge Yamato does. He can't be expected to mobilize against the aliens on his own when JP's is controlling all the information on them. Yamato knew fully well in advance about the Septentrion invasion, but he was more concerned about using it as an opportunity to re-write the world as he likes it than taking measures to protect the people. Ronaldo's hands are full enough just fighting to stay alive, but when he's actually aware of the situation, he's just as ready to fight to protect the earth.
