Get a vitatv so you can use a usb hard drive to get round the proprietary memory issue. From there you can run PSP, PS1, Vita and a whole bunch of emulated titles no problem.
With either PSTV or a Vita, make sure it's on firmware 3.60 (not a worry if buying a western units. They stopped production April 2016) or lower.

I love my Vita, but at this point I honestly don't think it's worth it.
You'd need to import a Vita since they stopped restocking stores in US/EU early last year then buy an overpriced memory card for it that are only slowly climbing up in price. Most games have gotten ports to PS4/PC or have PS3 versions of them. Used games are slowly climbing up in price and digital sales are getting less deep and less frequent.
I'd only suggest it if you really need a handheld for whatever reason. If you want it for some of the few exclusives it still has then grab a PSTV since that'll play most of the remaining library worth playing that isn't available elsewhere.
