That depends on what you're looking for. Burst and SK2 have (supposedly) the best plot out of the bunch, and both play as 2.5D Beat em ups. Burst however was a launch title, so it suffers from FPS issues unless you play it on a hacked N3DS.

SV/EV are on PC and Vita/PS4, and they play more like Dynasty Warriors minus the objectives. You beat the shit out of mooks, advance, and repeat until you beat the boss. The plot in these games may as well not exist, but they have a LOT more fanservice than the 3DS games.

does this game have a lot of dress up options? I don't know if ev fixed it but sv was really disappointing. the underwear was all just crappy texture swaps and the costumes all came as a set instead of individual pieces. I think changing the underwear didn't even actually change the underwear, just what appeared in frantic mode.

Not much has really changed, outfits are still full sets and there are like 5 different kind of underwear with different color patterns, the only thing you can modify and get creative with is accesories.
Estival Versus somehow managed to have even less variety than SV and SK2, with most of the best outfits being dlc. PBS added a bit more but it still feels like it needs more.
In short, as of now it's not really a good dress up simmulator.

Love how EOPs still believe this meme. People need to stop comparing it to SV's sales and saying it did badly. No game in the series has reached SV's sales but that's because SV had marketing around it when it was released with the anime airing around the same time to boost hype. SK2 still did decently.

And the difficulty wasn't even the main complaint from the Japs. They were more upset about Kagura and Naraku not being playable despite being major characters and how the tag system was busted and how the stages were too short. But sure keep thinking that "muh difficulty" was the only reason people didn't like the game. Every time a series gets localized it only brings idiots into the fanbase.
