I believe its because a theme of the game seems to be the evolution of the video games, based on the 3DS' graphic switching and the game seemingly having some element of time travel or time passing as it shows with the loli and her sister in the opening movie. The game is also subtitled "In search of the lost time" or something like that.

3DS version highlights the transition from 2D to 3D, and they wanted to do something similar with the PS4 version, so they "wanted" to go with turn-based to action combat, but didn't want to go all the way so they settled on free movement.

Again, that's just my own theory.
