Elsweyr but lore will be retconned and it will play similarly to Fallout 4. The reason they choose this place is because of the meme of playing as a cat person when Skyrim was released.

Black Marsh, Valenwood, and Elsweyr are difficult to touch without screwing with the lore, and Alinor looks pretty boring, honestly. Elsweyr is the easiest to retcon.
