FO2 has good world building and is great in the way that you can make choices that actually affect the game and build your character in so many different ways.
The combat, UI, and controls are all fucking awful though. I don't blame anyone who doesn't want to slog through all that shit to see the good parts.

It's okay to decent with mods but total crap vanilla. Too many restrictions on settlement building without mods.

I stupidly spent $100 on this game thinking that shoveling more money into it would make it better. Don't buy it. I spent the summer of 2015 looking up every scrap of information about this game, I was even subscribed to MrMattyPlays at one point. I got a next gen console just to play this. I had tons of fun doing the main quest and helping others along the way. After the Institute was destroyed and my Minutemen utopia was complete I decided to do cleanup. After that the game was a chore, quest after quest. Mechanist and Far Harbor were fun but the former is the only one I'd say I got my money's worth on. After I got tired of cleanup I started a new game to see one of the other three questlines (BoS). I immediately realized that it was exactly the same as the last game and verified when I saw them repeated in Lets Plays of the other questlines. It's all the same shit where your son is the villain you either kill him or nuke Boston. I actually did buy Nuka World but I was so tired I never even beat one area. Buy every other game in the franchise and even maybe Oblivion or Morrowind but do not spend a single dollar on this game.

the combat is entirely made up of just aiming for the enemies head, firing without aiming when you're low on AP, and using stimpacks when you're low on HP. those are literally the only decisions you make in combat. and its so fucking slow too. you have to wait for every enemy to move and its ungodly slow and boring as hell. theres also a lot of RNG, so the game's combat is basically just rolling the dice with almost no strategy at all.
the controls are easy once you learn how to use them, but they're not intuitive, and in some sections they just don't work, like where you have to move your character but a building is blocking your view

I spent two hours fucking with config files to get rid of mouse smoothing mouse acceleration. there was this insane mouse lag which I found out was caused by vsysn so I had to figure out how to turn that off which made the game run smooth and feel perfect but then I noticed dialog lines were overlapping. the second line in a sentence would begin while the first line was being played implying to me that dialog is tied to fps so I HAD to turn vsync on but it plays like ass with it on.

I eventually got frustrated and uninstalled the game. tldr consoles and lazy devs are a cancer on this planet.

the thing is i cant specialize my character to be a really good sneaky sniper or a retarded guy that beats the shit out of people without skills and only a few perks that increase weapon damage, which means i cant think tactically about engagements, i just have to jump in. instead of being able to dump 60 points in 6 levels directly into guns and blast the shit out of everything i come across, i have to wait until level 9 to put another rank into the rifelman perk, which means my rifles do shit damage until then normally. even if im shooting a dog with exposed skin, the thing is a fucking bullet sponge and combat is just boring, all i can do is shoot and stimpak until i eventually down him about 4 magazines

Pirated it when it first came out. Quit around 44 hours when my fun had already stopped WAY before that. Game felt off right off the get go because you're drowning in supplies in the first few minutes and it never comes even close to conveying a sense of urgency that you'd expect from a post-apocalyptic scenario.

Downloaded it again with the free weekend to try out the supposedly revamped survival mode that people on the internet were praising and saying how "hardcore" it was. Minutes after I was drowning in supplies again and alredy overencumbered due to how much shit I already had at my disposal and things were just as easy to kill as the first time I played it, except now you risk dying to some random classical bethesda bug and losing copious hours of gameplay because saving is disabled unless you sleep.

Why is bethesda so fucking shit?

New Vegas will be like 3 dollars during the summer sale

I love having to get rid of the mouse acceleration, fixing the vertical aim speed and unlocking the frame-rate so its not 30 but then having to lock it at 60 anyway because anything higher breaks the game. All this before I can actually get into playing the game.

Nuka world is the best DLC.

And if you do buy it, Modern Firearms 2.5 adds alot to gunfighting. Everyone does gobs of damage now. You, the raiders, your companion, everyone. I think it's great!

The world is amazing as well. Compare to nv or 3 and those both look like ps2 games when you're going through boston.

The game runs much better than I anticipated. With just the God Rays set to low (and why wouldn't you) I can stay at 60fps at 1080p about 95% of the time with a R9 390.

Its actually 7,5/10 game and this is coming from someone who played Fallout 1/2 when they were new games. People who bash it it are most likely 15-19 years old teens who just bash it for being Bethesda game and because its cool to feel being unique snowflake and say "it doesn't even deserve to be fallout". you can raise/remove the build budget, my 2 bros play on PS4 and build all the time. also you can get all those extra pieces, like those archways. i don't even have them on PC, guess i just haven't found the right mod. so long as its on the vanilla game you should be able to mod it into PS4, you just can't add any new content.

the real pain is having no "place anywhere", you have to do some absurd glitching to clip items on PS4.

That's exactly the problem I have with the game.
I have reisntalled the game multiple times, I've tried to ignore the main quest, I've tried mods, I've tried survival mode but I've quit every time because there's nothing more to the game than going somewhere and shooting some bandits/robots/mutants. I have tried playing it as a base building autism simulator with infinite resources but it gets boring after a while.
In my multiple attempts at playing the game I've found two interesting dungeons and one interesting quest, the rest of the game might as well have been randomly generated with random dungeons and radiant quests and it wouldn't have seen any decrease in quality.

The courier had the best open ended intro that allowed you to go anywhere straight from the beginning. 3 and 4's intros were fun the first time around but doing them any other time was such a drag.

The worst part about it is that they frontloaded the voiced protagonist on you so it's pretty much impossible to mod Shaun being your son and you having to find him out out of the game.

Towns are almost empty because the game assumes youll build them up with the shitty minecraft minigame. So theres no interesting nps at all except 2 or 3 old school towns (diamond city, the outcast city nearby and the factions bases).

The plot is paper thin and their horrible decision to voice every line, makes the plot even worse, listening to tired voice actors read one of the thousands upon thousands of lines makes you feel how little they care. It also forces the game into the great 4 dialogue options (all very similar) nightmare the game has.

The combat is great, gun crafting is espectacular, and the scavenging is the best ever, sadly it because its funelled into the horrible minecraft side of the deal.

The plot makes you pick one faction and MURDER the other 2 factions, no middle ground no gray area, just "ohh you like the robot hippies lets exterminate their enemies "

I searched a bunch of those hangars hoping to find something but they were just huge and empty, like they made the assets but forgot to actually give the player something to do there.
