Kojima is a hack
He is not the reason why MGS1-3 were so great. Behind him were dozens of talented people used to clean up the mess Kojima was making: fixing story boards, fixing scenario, fixing characters, fixing story, fixing gameplay, fixing literally everything Kojima was making. These people used to By the beginning of MGS4 development most of them left. Thats why it's worse. But by the time MGSV was in development, everyone left. Kojima and Shinkawa

MGSV story was shit not because of Konami. Even if the game was finished the story would be still shit. Because this time, theres nobody to clean up his mess.

With Death stranding he went for hollywood stars for two reasons:
Reason 1: Kojima is hollywood fanboy
Reason 2: He knows that without big stars he won't be able to get huge publicity, because his game on it's own is not that interesting.
