I get what you're saying, but that "cash in" is part that you mentioned is still a reload in itself. Sure, you're not reloading the weapon itself, but you're reloading phials, which are part of the weapon still. And just like you use the reload to do your elemental attacks/burst with SA, you use the reloaded phials to do your impact/elemental hacks/explosion with CB. So I'm going by that logic to say that SA and CB are similar that you reload them, even if I'm using a loose definition.
