But because the design was well-liked, they didn't drop Hifumi from the game altogether. Straight from the Persona 5 artbook designer's comments. She never made the animation table or the overarching storyline, Hifumi was at least given a Confidant role than scrapped altogether.

I absolutely can. Her confidant shows that she puts a great deal of thought into her actions. She's smart enough to realize that she can't run the company but that she also can't trust anyone claiming to be on her side. That alone shows that she can't be a complete idiot like you're implying. She's also got a clear and sensible plan for her future and is keen on learning what she needs to be successful with her private business in the future. She frequently comments on customer service and how restaurants you visit are managed during her dates, which suggests that she's paying special attention to those kinds of things because she wants to learn everything she can about the restaurant industry to make her future cafe successful. At the end she also says she's going into higher education while also participating in company meetings to learn business, which would sound a bit far fetched coming from a total dimwit. She may not be some crazy super genius, but she's got common sense and foresight so calling her dumb is a bit of a stretch even though she did almost get bamboozled by her fiance.

Haru shows up in the middle of September. You're a total dipshit if you've neglected the easiest stat to level up (I've actually heard anons who never crafted the rare Shadow bait infiltrator tool because they're so bad at the game). Naoto's Social Link in Persona 4 comes around mid-to-late October and has multiple flags that could perma-cancel any romance if you fail them (which are super ambiguous to begin with). Then there's Mitsuru in Persona 3 who literally ignores you until her father dies and finally wants the dick in November. Did I forget Aigis who's January only because reasons?

Are any of these good design choices? Absolutely not. So why single out Haru in particular like this sorta thing has never happened before. Going into a modern Persona game not knowing there's usually a better girl to date at the halfway mark is your own damn fault. It's like romancing the first character in a Bioware or Bethesda RPG because you can't keep it together for more than a second.
