I usually do this more often if it's the first time I draw a character. I don't need to look at the art for Anna anymore, but that doesn't really change the fact that it's still something I need to fix. Getting likenesses without referencing, I mean.

Without looking at you drawing, it appears you rush/underestimate the very first step of creating the head. Try to create either a ball or a box and pinpoint its center on the front side. In the pic here, it's the cross whose middle point sits right above the nose, at brow-height (in realistic heads anyway, depends on your stylization of choice but the point is to remain consistent throughout the same style). Once you define those guidelines it's just a matter of repeating the process and boxing things in. So I advise you practice on a more efficient/consistent way to setup those guidelines. Stop the drawing early and pay more attention to it then do it several times. You'll notice you'll likely find those feature points to be in different places even when drawing the same angle. I'm guessing you already do use construction lines because you are not a tracingfag, but you need more solid coherency for complex things like heads, hands and mouths.
Also - on y our side view as for the eye, I think you made it about as wide as the front view, if I remember correctly. Eyes obtain more of a squished "<" shape the more you rotate them to the side, and they do not stick out nowhere near as much as they are wide so when they are on the side they will always appear smaller. I just saw some fire emblem art (tharja official art) and even those follow this basic anatomy principle despite being anime.

If you lack this sort of anatomy/observational knowledge in the first place, it's best to do some slow and careful portrait studies every once in a while (from a photo or a real person). It will make you notice quirky things like the above that always appear to happen in X angle, and then you can apply that knowledge to your drawings in a systematic manner.

When I draw heads it tends to be just through eyeing things and... not through any construction. Which, I must assume is the first thing that's wrong that I'm doing. Even when using a reference, this is what I generally do. This is what probably gives me all of those little errors like an eye being misaligned or something.

I took a gif of me sketching a basic face without a reference, and I already do see some issues...The end result is made up of symbols regardless, but when doing the gif I noticed how even more reliant on symbols the initial process I do is. I shouldn't have to move around the eye because I notice the depth is wrong, etc etc

I would really focus more on drawing through your shapes- right how you just draw a symbol as was mentioned before I think? Anyway, try breaking everything down into primitive shapes. The torso and waist can be cubes, the arms can be cubes but they can also be cylinders that connect to cubes for elbows, think about which plane of the arm the deltoid should be on, etc. It makes drawing in perspective a lot easier as well. I wish I'd known this earlier myself, my art improved heaps since I started applying it.

Yes, that is precisely why using volumes and guidelines helps. You are guessing things as you go along then fixing them all the time. And doing this with a face becomes extremely tricky because it requires massive anatomy knowledge to fix things like the likeness in this way. It's also an approach that's slower than just constructing it over 2 or 3 layers.
Adjustments may happen, but if you set the guidelines there will be fewer adjustments and you will already have a good idea of what to adjust instead of going more or less "random until it looks good". Also, in the long run, it is a very frustrating approach because it's ridden with uncertainty. You are at the mercy of chance and hoping things go right on your 20,000th drawing is not going to be a good feel, trust me.

Also, drawing more dynamic or extreme angles, or specific angles if you are asked to, is extremely difficult without setting up a guide, even for pros.

But yeah, sketching the volumes in is mandatory to learning how to draw I'd say. You see the pros skip this step a lot of the times but it's just because they have internalized it after decades of practice. I don't know of a single artist who doesn't know how to draw in volumes. Even Stephen Silver who makes the ugliest most stylized flat cartoons knows how to draw semi-realistically.

You will find that you will draw worse when attempting to draw in volumes. That's just because you got some proficiency in your guessing method while you're only starting with volumes. It's okay. Keep at it and internalize this new method of sketching and you will feel the fundamental difference. Infact, it is a fundamentally different way to draw altogether, it's more like sculpting. It gives you consistency through imaginary depth on a 2d piece of paper. That's universally the biggest quality of an artist's technical ability, to draw things in a virtual space and translate them on a flat surface (paper) while making them look 3d.
