This card needs exactly the level of the ritual monster, in this case a level one monster.

Just like the card description says, it has to be exactly the same level as the monster. Since Relinquished is level 1, you need to use a level 1 monster.

And as for how to deal with them, I honestly have no consistent way. Bit there is a good deck that I made that has a 85% win ratio with level 51 SDs.
