Now, Multi continent does make sense when you realize the fire dragons from fe7 did threaten to destroy Elibe, which is a pangea-sized super continent, and Eliwood defeated them with his holy weapon, and Zephiel´s weapon is considered superior or at least comparble to them all.
So, Roy fighting him with a "weakened" Sword of Seals still puts him at this level.

Cecilia survived being crit by Zephiel, So most characters that are comparable to fight with Cecilia should also have this durability.

In the manga, Roy and Al survived being struck multiple times by Zephiel (Dual Weilding Exxaccus and the Sword of Seals) while holding normal weapons before Roy managed to steal it away from him.
