The lore implies that Bombadil is chained to his domain, as he was once a threat that dwarfed Sauron. Notice how nobody wanted anything to do with him? Even Sauron left him alone.

I think that his power only affected his "domain", but he never cared on expanding it, so as the world evolved, his "domain" got smaller.
They mentioned in the Council that even if he accepted keeping the ring, his small land would eventually be the last good place in Middle-Earth, so there would be no reason to let the Ring exist anyway.
