Pretty sure it's designed to be played in whatever manner the players intend, which is why it has options in the menu to turn on/off practically everything and change all sortts of other variables.

Want to have a match with life bars where each player is giant and fast and just throws pokeballs at eachother? You can do that.
Want to limit the random stage select to only "fair stages" and play 1v1 four stock timed matches? you can do that.

These kind of options that the Smash series gives to the player is one of it's strongest design features.
