IMO, but

- Better story and writing. There's a lot of nuance, lore, and with the arbiter, actual character development in Halo 2 vs Halo 3 which is serviceable but ultimately generic and has nothing really that interesting other then the psychological torture the gravemind uses Cortana for in her mission.

- Better campaign missions, on average. The Covenant is inarguably the best mission in the franchise, and the Ark and Tsavo Highway are also quite excellent, but other then that 3's campaign is very good, but not outstanding. 2, meanwhile, has a lot of very excellent missions: The Great Journey, Delta Halo, and Regret are all on par with The Ark and Tsavo Highway or better. Cairo Station, Metropolis, Outskirts, and Gravemind are all better then any other mission in 3 beyond the above 3, i'd say.

- Better core multiplayer: Better maps, Lack of spread, weapons can hit shit. Movement was faster and less floaty, Just in general felt tighter

- Better soundtrack. This is very subjective, of course, but yeah.

Overall, I'd say 2 is better then 3 in every way other then forge and theater mode, and even then I feel the forced creativity the lack of forge had resulted in better customs

There's literally no argument, Halo 3 is better than Halo 2. The only thing Halo 2 did right was the multiplayer. Halo 2 was the Halo 5 of 2004, fans at the time were hoping Halo 3 campaign would fix Halo 2's mistakes and it did. Too bad they fucked everything up after that. Depends on what you're ranking it on.
The patrician ranking is sound for gameplay as a whole but the neck beard ranking is better for the general flow of the series. 1 usually deserves a higher spot on the merit that it introduces the series and lays the foundation. 2 can be interchangeable with one on the list because it usually stays true to the first one's vision (with the exception of complete subversion sequels which are meant more to deconstruct the first) while introducing some quality of life improvements that the first one needed. Three is the best in terms of gameplay but twists the formula in a more normalfag friendly way and derails the entire series when the sequels try to piggyback off its success
