He's actually right, at least in regards to fan projects. 343i outright featured a Halo mod for a random PC game on their weekly update thing a while ago, and MS has an official terms of use policy for fan made stuff and how you can do it in a way they are okay with

Microsoft is desperate, for lack of a better word. They are dicks but they also openly welcome fan creations and material as they can use it to profit later, and sometimes even hire them for projects.

It's a surprisingly healthy and fruitful relationship.
