Hips work as a multiplier. Say you have a wideness score of 1, a plumpness score of 2 and a shape of 2 as well. If your hips are a 3 those are going up to 3, 6, and 6 respectively. Maybe not so directly but you get the idea. It's not that hips aren't all that matter, it's that they are what decides the final score.

theres no one right size. I can't articulate what makes a good looking ass but they are all shapes and sizes.
