Sega's been slowly porting their entire catalog for years now. I think a lot of Japanese devs figured out that while PC releases often don't net much out of the gate, they generate easy money forever. No re-porting to every console each generation, no licensing fees on every console, no QA or compliance costs. When the games inevitably break, they won't even have to bother fixing them and they'll still make money and someone in the community will probably fix it for them. Steam is a great place for an old publisher to throw their back catalog.
