The ps4 does not really shut down or hibernate.
The Ps4(original) uses 10 watts because it expects the controller to ask for the machine to turn on(unless you unplug the console every time you do not use it).
While you do have the choice to enable that on a computer generally a shutdown or hibernation uses almost zero watts.

Also if you are one of those people who make high end pcs the electricity bill is probably not a problem for you.

PC players don't play fighting games. As someone who plays Street Fighter, I can confirm. PC SF4 was a ghosttown compared to PS3, which had fewer players than Xbox. SF5 has crossplay, which helps immensely because again, most of your players will be there.

The only fighting game with true PC presence is mexicans and brazillians playing GGPO ROMS and Dead or Alive 5: LR offline for nude mods.
