God damn 3 is so polarizing for me.

I love the partner mechanic but so many of them horribly nerf the characters.

Knuckles loses his glide with Sonic
anyone with Amy has a shitty jump
Tails and Cream are the WORST flyers when paired with one another

At the same time, Knuckles had a double jump with Tails, a Wall-Spin Dash with Amy, and there are a few other cool buffs/differences characters get.

I'm not even complaining about the speed, controls or boost mode, the level design rewards simply holding right, occasionally tapping buttons, and gaining speed too easily. 2 with 1's level design would've been great.

This is actually the problem with all of Dimps' GBA and DS Sonic games. They all have things they do better than the rest, but they all have issues that handicap the overall experience. You could create a god-tier game by combining the best elements of all 6 (not counting Battle because it's a fighting game).

1's level design is too basic to the point where it's too much of a normal platformer and almost forgets it's a Sonic game with it's level layouts being so separated. Egg Rocket Zone is the best level by a mile purely because it actually remembers what kind of game it's supposed to be, has multiple paths and methods you can use to proceed with speed and then adds a unique "beat the clock" thing on top of it. But that's only for a single act. 2 might have a faster pace on average, but it still has a lot of platforming and multipathing where it counts. Just about all the games would benefit from having 2's mechanics exactly, and there are some other things each one does so in a way you're right with that last part about a game having all the aspects of each one being amazing, which makes me wonder why no one has made a romhacks of them, like adding 2's exact mechanics into 3 for all teams for example.
