Why is Fullscreen still a thing when Borderless exists?

because Exclusive Fullscreen lets the application have complete control on the graphics card which gives better performance on average

Borderless is convenient but when you're playing something where input lag and/or every CPU/GPU cycles counts you'd be a complete idiot to choose the convenience of borderless compared to the performance

Black Desert Onlines give me 30% more fps when in Fullscreen compared to borderless for example

Borderless fullscreen is just window mode which is terrible for games. The only advantage is multitasking but that isn't an issue if you set your display scaling to use your gpu instead of the display.

Performance can vary depending on the game and on W10 in particular DWM will force v-sync. The only games where I really noticed a difference though was FPS. Always use exclusive fullscreen for those but borderless window for pretty much anything else.

Also want to know. I saw some "pro" guide for OW say to set it to GPU, but everything I googled said that setting it to GPU instead display caused input lag.

Yes, unless the game is poorly made then windowed mode with windows aero enabled gives you better performance. However it's negligible and is going to give you 1-2 FPS more at best.

This hasn't been an issue since Windows XP/Vista. WIndowed/borderless has the exact same framerate as fullscreen now unless you have a toaster CPU.The primary advantage of fullscreen is forcing a custom vsync or running an unlocked framerate.

GPU scaling is for forcing non-native aspect ratios. Let's say you have an old game that was designed for 4:3. Tyoically your monitor will stretch it to 16:9 and it will look ugly, but if you set scaling to GPU and maintain aspect ratio, the game will have black bars on the side so you can play in 4:3.
