The octolings are something else, I think they are some specific form of Octarian.

Octarians are the tentacles, while Octolings specifically mimic Inklings using an evolved extension of a mimic octopus' talents.

They're an experimental unit designed to poison the Inkling gene pool and turn the Inkling parent and mixed kids into Octoling sympathizers.
