I don't think so, they didn't change anything for the PC version, one of the devs in the Steam forums said they didn't want to mess around with stuff in the years old source code which is why we only got digital stuff (soundtrack, artbook) as pre-order bonus. The only thing they could possibly include is the Berserk stuff that got removed because of license but I really doubt that will happen either.

But Relic is announcing Space Marine 2 at the PC Gaming Show, along with the first expansion of DOW 3, which comes after an honest apology and a promise to return to form.

The expansion trailer won't be anything fancy, it'll be mostly an announcement, since they haven't worked much on it. Everyone stopped to work on the expansion to work on the update.
The main thing will be an update announcement that plans to change the game, after "taking into consideration the negative feedback given by fans" they'll "give the people what they want" by "Making Dawn of War Dawn of War".

The main meat of the presentation will be Space Marine 2, gameplay will be shown of the single-player campaign and a multiplayer match of Ultramarines vs Chaos, standard stuff.
Mark Strong will not be there to talk about his work on the game, but it's mostly because of scheduling conflicts.

DMC4SE released two years ago, and according to their new strategy they're reviving old franchises at a 2-2.5 year rate between each release. The problem isn't licenses, but Activision.
If a decent company like SEGA had them doing a few licenses with reasonable budgets and deadlines, like they did with Treasure (Astro Boy: Omega Factor, McDonald's Treasure Land Adventure, pretty solid YuYu Hakusho and Bleach fighting games), we'd probably get something good.
