There is a work around to the VPN. Have no ping issues when VPN isn't on.

The English Translation Pack I am using has all the major stuff translated, and the rest you can figure out. Only twice have I had to Google the quest I was doing for help since it wasn't translated. There are a few translation packs out there though.

It is fun as fuck and not P2W. The cash shop stuff is cosmestic and allows you to access chests in villages and stuff, other wise you have to go back to White Dragon to receive quest rewards and change gear.,

Nope. But there's enough that you really won't have any problems. Some general kill x amount or collect x amount of quests you might have no idea, but you'll complete them by just going about your business most of the time. Everything else has markers.

There are a few reasons I don't have a lot of interest in DDO.

I burned out on endless grinding after a year+ of Warframe. I don't like other people very much. I don't want to deal with shitty partial translations. And my laptop wasn't even good in 2010.

If I could overcome the translation and shitty PC barriers, I might consider it, but as is I just can't get excite.
