You already get less/more SR per win depending on your performance.
All they gotta do is remove win/lose as a condition for you getting or losing rank.
Set a treshold based on how well the average player performs with that specific hero in that specific map in that specific position in the rank range you're in.
If you don't reach the treshold, you lose rank because you're not performing as well as it is expected for a player at your rank.
If you pass the treshold you're performing better and should be at a higher rank.

All they got to do is remove the end condition of the match, making losing or winning irrelevant as long as you farm your character points? Are you insane? Don't want randomness factor in? Play in groups of 2 or 3, or, if you're completely confident, groups of 6. Either way before high diamond its about a skill, you can solo carry yourself out of most ranks if you can play, my d.va had 75% wintate before I hit diamond and I only played with her because I knew that by playing with her correctly I can influence the match much more than anyone else. The ELO system rewards playing more rather than playing better. As long as you have a positive win rate you'll rank up eventually.

It sure as hell beats you losing rank even if you have 4 gold medals and carried your team but still lost the match because you couldn't 1v6 for the entire match.
Or having someone that obviously belongs in a lower rank but they queued with a skilled friend that carried them and they gained rank undeservedly.

If all that matters is win or lose then your rank is only a sign that you got lucky and got matched with a good team.
At no point will the system give you a fair and balanced match if the ranks are based on random teams that change match after match.
It's fine if you like it this way, but it's obvious most people find this frustrating and unfair, which is why less and less people bother with competitive after they do the placements and secure the CP for the golden guns each season.
It's not very exciting to know pressing the button to queue is pretty much equal to flipping a coin.

And I don't care about being Top 500 or diamond or whatever, I just want the system to give me a proper rank and match me with equally skilled players so that it will be a balanced and fun match and I won't have to 1v6 every single time.

Considering the supports have been fucked up for like 9-10 months after release, along with the fact that the system greatly preferred win or lose streaks for no reason whatsoever, I do not think Blizzard is competent enough to do this. They probably have the technology, but it's still in a very wonky state. Hell, Play of the Game are sometimes fucked and you expect me to trust them with my SR on this weird system we will never understand how it works? You were given your proper rank for a new player, that's all there is to it. Play more, gain rank. If you're skilled enough, you will do it faster. If you're not so skilled this will be a crawl.
