It simply had a lot of games so the odds of quality rising to the top of all that quantity were big.
Plus devs were willing to take risks because of smaller budgets compared to today and consumers weren't jaded by licensed games as much back then so while you still got shovelware, you also got some great quality games with studios trying to be the next big thing in a very revolutionary gen
