Well, the game was sold on the premise that game had so much open world freedom that you could go anywhere in anyway you like. The climbing mountains thing is used to easily illustrate the reality of the situation. You CAN climb this specific mountain, but only if you follow a specific path. It's not as open world as people anticipated, you know? Instead of just going down a hallway, you have to wander around a carpark to find it first.
