Yeah. Look up submerged computers.

You usually want to do it with mineral oil. It's more inert then vegetable oil. Still, it's perfectly safe to do that. You don't even have to modify the fans or anything special. Just dunk the computer in a fish tank of mineral oil and you're good to go.

There are a few things you want to watch out for but nothing major. You still want to give the fans a little room to 'breath' and you'll want to keep an eye on the cables coming out of the tank so the oil doesn't wick up it but yeah. Nothing special is needed to make an oil submerged PC

Thermal paste is applied between the CPU and the CPU Cooler (and between the GPU core and the GPU cooler, but people usually dont open GPUs very often).
So, on the microscopic level, even polished metal has flaws and dents. There is micro bubbles of air between 2 metal pieces. Air is a terrible hear conductor and you want heat to flow between the 2 pieces.
So you fill those holes with thermal paste, that is better to conduct.
HOWEVER, it will never be nearly as good as perfect metal to metal contact, so you want to use the least amount possible, so there are no air bubbles, but the thermal paste itself isnt on the way.

If you ever use enough paste to actually make a mess on the other pieces, you are doing it painfully wrong.
