Probably not at E3. The only times Valve did major reveals at E3 were when they were still releasing for consoles. It will most likely come out of Summer Sale, or during Steam Dev Days 2017 in October.

Valve is currently working on three full price VR titles. One of them is bound to be a game set in the half-life universe, one is possibly a L4D horror survival with friends. Both of these franchises works well in VR since HL is a platform used for storytelling and L4D is used for shared experiences, both fits well with the VR formula.
Will it be Half-Life 3? Possibly, but more likely a game set in the Aperture part of that universe.

The third game may be whatever "f stop" has become. F Stop is a concept Valve has been working on for a while but that never seems to go anywhere. Also I have no idea what F Stop truly is.

I'd give it an open world vibe without turning it into a sandbox, kinda like the first Deus Ex game, sidequests and everything. Titanfall 1 and 2 were both built off the same very heavily modified Source Engine. Source 2 is something totally different (focused on improved workflow, total integration of other tools they've made eg. SFM, features their own in-house physics engine instead of Havok).

Also I remember watching a video about that and hearing from one of valve's old developper from half-life 1 or 2 that the developping team for HL3 went from roughly 100 to only about 10 of them clearly showing that they did not want to put work into it.

He talks about having studied "36 zones outside our own," and making "Combine portals safe for human use, that way Alyx and even yourself might be able to travel to the Aleph universe." If you know anything about Prospero, Valve's original unreleased game, Aleph was a character who could access "The Library" of interconnected dimensions.

Breen wasn't just going to preserve humanity by integrating it into the Combine, he was going to ensure that whatever modified synth-form we ended up as would be seeded throughout multiple universes as part of the Combine's forces.
