He's right in this context, at least. But half a press is possible with something like analog buttons.

Releasing a button does not form part of pressing the button, therefore appealing to the fact that the button is not yet released does not support the claim that it is a half-press.

The press consists solely of the downward travel, and for our purposes a button is considered wholly pressed when the game receives the input corresponding to sufficient downward travel of the button.

That's true, however it's not being counted so much as "not a press" but more like a distinct designation for the type of press.

A more accurate label would be "continuous A press" but that's a mouthful for something that doesn't matter too much.
