High Roller was originally supposed to be an online multiplayer version (Which is why it was Xbox Only. Series creator wanted to really emphasise an online mode) but the networking at the time couldn't handle the open world/traffic aspects at the time so it only launched as a single player game and didn't even launch as a link cab in Arcades. Design restrictions for online games back then were pretty ridiculous. Outrun 2 had no Traffic in online mode and Burnout 3 barely got it in the online mode. They eventually did a version of the multiplayer on the PSP version but it was bad because traffic was severely reduced and the PSP version had massive FPS problems.

Sucked, because with todays technology. An online Crazy Taxi would be a perfect pick up and play game but Sega hates money (Also the reason why there's no Chu Chu Rocket for current gen/PC)
