Frozen domain boosts your mobility why won't it be classified as a gap closer, wither on the other hand debilitates the enemy's mobility making it an active de-buff. If you can't differentiate the two then no wonder you're in all-out defense for this mess of a game, it suits inept way of thinking so well.
