Mages are stronger early on because they have more mana and some mage heroes get high level spells from the get-go due to their skill speciality. Having a spell like chain lightning from the start makes clearing neutral archer stacks a lot easier. Later on some might heroes are better because of their infinitely scaling skill speciality, like Tzar with his Armorer bonus.
That being said, every hero should learn at least two magic schools. Earth is the most important one in the game by far, due to spells like Mass Slow, Resurrection and Town Portal. Air is usually the favorite as the second school, but there are some good uses for Fire and Water as well.
Just remember that might heroes will cast just as much spells as a mage would in the later game. It's more about the skill speciality and which factions you are playing. For example, I don't think fortress or stronghold should ever go with a mage hero because you are stuck with a level 3 mage tower.

Yes, the game that has multiple viable classes (Wizard, Sorceress, Warlock, Necromancer) is more broken than "lol the only way to balance necropolis is for everyone to pick necropolis."
Also, you can't control ghosts as a unit.
