Jet Set Radio Future came out in 2002, which is still "the 21st century" as listed in the OP.

LISA the Painful also has a good and unique soundtrack at least on par with Splatoons.

Ghost Trick; The Phoenix Wright games, particularly the first; Final Fantasy: Crystal Chronicles; The World Ends With You; as well as maybe Persona 5 (though I'll concede it's early enough I may still be in the honeymoon phase) are all at least as good as Splatoon's OST.
