This I guess. Only a few pairings work with what little character the characters have, like Pharah/Mercy, Widowmaker/Tracer and Roadhog/Junkrat, so why not just go for whatever two you want to see together.
The lead writer agrees with this, considering Genji and Mercy make zero sense together.

If you want proper pairings, look for games where the characters have stories more than a background of three lines and short cinematics (and even then only a few of them).
