This doesn't even make sense. At that speed, the Flash would only be able to see the photons that his movements are making hit his retinas. He would be essentially blind since photons would not be fast enough to travel from what they last hit to his retinas in a high enough density for him to get any sort of sense of what he's seeing. He'd basically get random points of light from his peripheral vision, and whatever he's headed straight at but only about the size of thumbtacks.
