Yes, that's fine. The only key part the first anime missed is s character named Yuzuha has a baby with game 1's protag. It's a perfect anime adaption otherwise.

The two mask games are literally just one really long game cut in half.
The third game continues on the same day that the second game ends, pretty much seamlessly.
Deception is more of a world setup and character building and only really gets exciting at the last third.
And then the third game is war from beginning to end. It's pretty intense for the whole game.

There is plenty of conflict in the second game too, it's just that there is a long part in the middle half of the game which is basically slice of life and character interaction. Some people who only like the war parts didn't like that, but if you like some cute girls doing cute things the writing is actually really good and fun in those parts too.

Yeah. Everyone from the first game makes a comeback in the last game. And everyone with their original voice actors. It's amazing that they managed to get back everyone.
Hakuoro, Eruru, Oboro, Dorii and Guraa, Urtori and Kamyu, Aruru, Touka, Karura, Benawi and Kurou are all there. Even Munto.

They only have smaller appearances in the second game, but in the third one they all have pretty important story roles.

Yeah, the game has some history lessons and in the end tells you the whole fate of humanity.
The second and third game give you a fairly complete picture, but it doesn't tell you the Iceman parts from the first game, so you should play/watch that for those details.

Might be wise to just pick up a PS4 then. The slim bundle is pretty cheap now.

For Vita, check out vitagen on /vg/. The first post there has a huge game list of stuff on vita.
Though do know that a ton of Vita games also have either PS4 or PC versions now. If you don't see a whole bunch of stuff you'd want to play on it that is only on Vita you might want to just give it a pass.
