Jumpscares are the punchline of horror, in a well done game with great atmosphere, a jumpscare serves it's purporse.
Of course, most games fail to even create proper tension, so the jumpscare becomes another nail in the coffin.

RE7 and the Alien game did it: give the character a gun. Amnesia and Outlast piss me the fuck off because it becomes a really bad hide and seek game, and while RE7 and Alien have that it only serves to make the main antagonists truly scary but the guns and other weapons still put JUST ENOUGH power in our hands to feel engaged. I feel more fear if I'm running out of ammo for my shotgun than if I never had a shotgun at all.

I think giving the player weapons makes things scarier. As long as the weapon isn't over powered and ammo isn't everywhere. Having to decide whether you need to fight something or run adds another layer of uncertainty to the game.

Less is more. A game where you're stalked in the woods or an abandoned city by something is better than a game with forced cinematics, jump scares, numerous monsters, and purposefully made grotesque/spooky scenery
