The predominant narrative on the Internet says that Metal Gear Solid 3: Snake Eater is a peak of video game design, story, and artistry. This opinion is often established in tandem with backhanded praise of Metal Gear Solid 2: Sons of Liberty which typically deems the game an interesting but convoluted and less satisfying experience. While this is the most popular opinion on the Internet, I would argue that it is not by any stretch the most accurate. I hope to present the case that Metal Gear Solid 2 is a better experience across its development including gameplay and story/themes.
Before I begin: I’d like to openly state that I played the games as an outsider. I started with MGSV, then moved to MGS3 due to the aforementioned acclaim online, and then played the rest of the series chronologically. Despite playing MGS3 as my first classic Metal Gear game, I still definitively stand behind MGS2.
Gameplay
For the purpose of a fair comparison, I am omitting any concerns of camera control in MGS3. While the original fixed-camera perspective has its faults, I also think that the game mechanics and level design are balanced around this perspective. For instance: there are many areas where it is crucial (both in MGS2 and MGS3) that the player peek around corners or specifically use First Person View (attached to R1). In the traditional Third Person camera of the Subsistence and HD versions of MGS3, peeking is a useless mechanic and First Person is used only for shooting.

The flaws to Metal Gear Solid 3’s gameplay are not as simplistic as a “bad” camera; these flaws recur throughout the game. Primarily, it’s attached to the level design and Camouflage mechanic. In Metal Gear Solid 2, during the Big Shell Incident, you primarily wander through corridors with tight guard routines. It’s blatantly clear when and where the player would be spotted due to the more meticulous level design. Snake Eater is based in forests/jungles and more open, natural areas. As a result, the traditional stealth system function of MGS1 and MGS2 had to be supplemented with the Camouflage system to allow for additional blending into the environments and more cover in general. This requires the player often drudging into the menu for Camouflage and switching depending on the environment the player is in. Yes, this allows for wide variety of environments to explore; but it also great amounts of time comparing Camo-values and waiting in grass patches. Compared to 2, there isn’t as much real subterfuge.
Of course, Camouflage isn’t the only menu to filter through. There is also equipment load to consider, as Snake can only carry so much weapons and items on hand.
Equipment load systems are almost never good. A good example of an equipment load system is in Dark Souls, where the equipment load actually offers a variety of different play-styles and in many ways opens up gameplay opportunities. A bad example (other than MGS3) is the item equipment load in Demon’s Souls. Systems like this and MGS3 don’t offer gameplay quirks or advantages: instead, they require you to either waste time in a menu, or waste time going back to the hub to deposit more items. In both cases, there’s still an infinite amount of items that can be held in either the menu or the NPC; there’s then a lack of purpose in having the system altogether.

Last is the Triage system which is another game mechanic included solely for the sake of having a “survival” feel to the game. When Snake incurs certain injuries, you have to go into the menu and use the necessary items to cure the injury. The problem with this is similar to the Equipment system: since going into the menu is instant and you almost always have the satisfactory amount of medicines, it’s a pointless system that exists only to give an illusion of survival rather than any gameplay benefits or choice. Metal Gear Solid 2 has no unnecessary mechanics like this; as a result, it is focused more on raw stealth mechanics and navigation around heavily guarded areas.
A more controversial derision towards MGS3 is this: the bosses are weaker than MGS2.
I would like to clarify: MGS2 doesn’t have “great” boss fights. But MGS2’s fights fight better and play better overall than MGS3’s boss fights. Compare the Shagohod fight to the Harrier fight: while the Harrier is not an original or especially amazing fight, it at least functions on clear game rules which have been established for the previous 5-10 hours of gameplay. By comparison, the Shagohod is a fight where you are given infinite ammo not for thematic reasons (the sequence prior to the Rey fight(s) in MGS2) but instead because it’s the only way the fight would work. The Shagohod pauses and allows you to kill it so easily because it’s a janky fight. The Harrier doesn’t need concessions, but the Shagohod needs a number of concessions.
Otherwise, there are four other boss fights with major issues. The Pain requires an incessant amount of going between underwater and above water segments that functions poorly because of Metal Gear’s historic problem with platforming/navigation between planes. MGS1 and MGS2 had bosses without this navigational need possibly because of those games’ weaknesses in regards to platforming.

The three other troublesome fights are The Fury, Volgin, and The Boss. The Fury is a boring trudge of a boss fight that involves walking around an empty warehouse until you catch sight of the enemy, fire some bullets, and then run off. It lasts far too long and lacks any dramatic consequence to the story. For both Volgin and The Boss, the issue is everything to do with their attacks. Their attacks involve clunky means of either timing “dodges” or in CQC prompts that almost never work the way the player wants them to. Contrast the CQC oriented Boss fight with the Solidus fight at the end of MGS2: For being a fight based around a weapon introduced just 30 minutes-1 hour before, it’s a masterful and engaging and – most of all – FUN fight to close out the hours of Postmodern touches. Story/Themes
To be clear from the outset: both MGS2 and MGS3 have excellent stories that rise far above their contemporaries in the medium. But they are two different stories with different themes and entirely different approaches to their narrative. Boiling it down to the simplest possible explanation: MGS2 is a commentary on what a sequel to MGS1 would be, while MGS3 is just a sequel to MGS1 (or prequel, as is the correct term). Metal Gear Solid 2: Sons of Liberty spends almost all of its 2nd Act parodying Metal Gear Solid with the *actual* story being built up, like a crescendo, into the Arsenal Gear section. While it is openly admitting that it’s a mimic of Metal Gear Solid, it is also providing the actual plot details that to this point had been obscured for the purpose of the player’s confusion. Raiden’s background, the purpose of Big Shell/Arsenal Gear, and Solidus’ plot were saved for this 3rd Act where we have the game critiquing itself, the player, and the developers.

By comparison, Snake Eater is a far simpler game. It mimics the arc of Metal Gear Solid openly. Metal Gear Solid 3 was intended to be a game of fan-service to make up for a sequel that was the antithesis of fan-service. The plot is easily understandable, with characters and motivations clearly established and an overall traditional narrative structure. If not for the ending “twist”, it would be unexceptional in the MGS series. And yet its ending carries other problems compared to Sons of Liberty…
The ending of Sons of Liberty is not intended as plot resolution: it is intended as thematic resolution. Raiden and Snake are able to tie together the message and core ideals of the experience in a poignant scene with cinematic style. The transition from Raiden finding Rose, their conversation, then the fade into a Chamber Jazz song with the credits…it’s A-R-T. None of it is forced emotion or forced drama, it all comes from the feeling of a final resolution to the tumultuous, confusing situation that happened prior and the idea that this deeply troubled character can finally find peace.
Snake Eater’s ending is emotional and dramatic. Of course it is. But it is also less genuine than the ending to Sons of Liberty.
For one, The Boss’ twist is not at all comparable to the twist of Sons of Liberty because it wasn’t something built up through the game. The player certainly gets to enjoy The Boss in her strength and idealism – I still think she’s the best character in the entire series. Yet her monologues on the ideal soldier and wartime do not foreshadow the ending well and they don’t build an emotional attachment to her. The plot-point that she’s a double agent who gave her life for her country is interesting; but it could be removed and have the exact same effect at the end of the story.

That being said, these are minor gripes. The bigger gripe is the part of the ending that is forced emotion and drama. As Snake salutes at The Boss’ grave, he cries. But not only does he cry – the narrator (voice of Eva) is sobbing as well. It’s at this point that the illusion is broken and Kojima’s affect goes out of hand. Raiden and Rose barely have any romantic inklings at the end of Sons of Liberty; the closest thing is Raiden touching Rose’s face and the beautiful piano melody as a bird flies away. Snake Eater’s ending is a display of either a lack of confidence, or an attempt to make every fan cry. Sons of Liberty, perhaps objectively, is a stronger artistic work by its conviction to its beliefs.
Conclusion
Metal Gear Solid 3: Snake Eater is inherently a pleasant aesthetic experience that has almost universal appeal. It’s a great gaming experience made by a great game developer and writer. But Metal Gear Solid 2 is a more consistent experience with better gameplay in level design and mechanics, set-pieces, writing, and application to life. It’s a stronger work of art and in many ways a stronger game as well. Discussion between these two games is unbalanced in Snake Eater’s favor; hopefully, we can engage in more intelligent, honest discussions about the Metal Gear Solid games in the future.

Well written but have to disagree. The main appeal MGS3 is the story and the whole James Bond aethestic. The Big Shell is very boring as the major setting of MGS2, and the bosses are definitely better in MGS3, you won't find many people around who'd agree with you on that point.
The best thing about MGS2 by FAR is the ending. Honestly, it elevates the game far higher than anything that came before it.
