It's not top of the line, but there is absolutely no reason these games should be running bad at 1366x768. Portal 2 especially runs on a god damn toaster, I know because I did it with some old ass CPU in a prebuilt and a GeForce 9600 GSO which is a billion times worse than your GPU. Open up task manager and run a game, see if anything is hogging all your CPU. And for the love of god, make sure you installed graphic drivers.

Turn off multisampling. I don't think it's actually using it in games given the setting next to it, but turn it off anyway. Also, make sure it's off in-game. Endless Legend and New Vegas don't have I think, but I know Civ5 and Portal 2 do. It's called MSAA in-game. You might be able to get away with 2x or 4x in some games, but if it's 8x or something, it's destroying your performance. Always lower MSAA first when trying to get frames.

A 1070 or 1080 laptop is pretty much the same as a 1070 or 1080 desktop. In fact the 1070 has better specs for laptop (for a long winded definition do some research on why). The issue is if your processor is a real i5/i7, or a hq/hk bullshit. That will kill your performance a good bit. Otherwise you should only worry about temps if the mobo, cpu, or gpu constantly hit 80c and the fans are not kicking in to keep it cool. If it gets to 90 you might need to worry, otherwise at best you are losing 1 or so percent of performance running 70-80c with how pascal does it thermal throttling.

Most people are jealous that laptops finally have the same horsepower, if not more, than their desktops they overpaid for just a year ago.

You can get a laptop with a gtx 1060 and a current gen i5 that performs only 10% worse than a desktop with similar parts for only about a 200 dollar premium.

I don't have a recommendation, but you really need to plan on just playing strategy games, 2D platformers, or older 3D games if you want a $600 laptop for gaming. Forget about anything new. Those are some really low settings. I don't know what's going on, then. Grim Dawn is at 4x anti-aliasing, which may be MSAA. But It seems like it shouldn't matter for that game and it should run it anyway. Try disabling the anti-aliasing I guess. It really should be running better, though. Enable vertical sync on it just to make sure you're not thinking that's the stutter or something. Though you already have it enabled on Euro Truck I see.

Your settings are ridiculously low for Euro Truck, though. Already low resolution, and then you have the resolution scale at 75% so it's effectively not even HD. Everything is set to medium. I don't know what's up. I'm not sure if I saw all the Euro Truck settings, but again, make sure MSAA or some other anti-aliasing isn't cranked up. Sometimes developers are retarded and make the default AA setting the highest which can annihilate the frame rate.

Assuming console equivalent settings, you can do that with a 750 ti in most games, a 950 with the rest.
If you want highest settings, a 1060 is $240, around $800 for a full build, it will probably have power left to downsample from 1440.
