If you are i180 at this point in the expansion, chances are still have to grind 60 upgrades on PotD to get the weapon. Even if you are too scared to do PvP, you can buy Garo stuff on Gold Saucer, do four A8N runs plus 700 tomestones (Khloe will give you tons of this shit), or get some cash to buy a crafted weapon since market crashed and undercutters are getting desperate.

You can grind tomestones, A8N, MGP, and money with any job.
I'm just saying that, if you aren't at least 60/60 on PotD (which is a common case for new players), grinding it for a weapon requires more time/effort and wastes far more valuable resources upgrades than other alternatives. It's better to use disposable currency to get disposable gear, and PotD's upgrades aren't as disposable as tomestones/marks/etc if you are still leveling jobs.

It's when you use two OGCD commands between a GCD command. For example you go like... Hot shot, then Internal Release and Raging Strikes, then Lead Shot.

Because every little command in this game needs to be double confirmed with the server and has animation lock (however miniscule) if your connection is not that good OGCD inputs will delay your next GCD input (or "clip") which is not desirable because it means you're not inputting commands as fast as you could've.

To be honest guys, savage raids aren't fun. I cleared and farmed a9 and 10 but a11 is the last nail in the coffin. Savage is fun only when done with a chill static, PF rowboating is just absolute trash that just causes anxiety and not fun.
