It works like this.

But that's wrong, retard. 95% of the mojave are just people that want to survive on their own. Their not 'trying to enhance the wasteland' or any of that bullshit beyond the Followers maybe.

Through an independent Vegas, you lose unity. There's no central force to protect Vegas or the Mojave from internal corruption or outside influences. There's just the courier and his robots. If you think House is just a megalomaniac dictator then you really didn't divulge into his character at all. He wants nothing to do with 'dictating' anyone outside of Vegas, yet still has interest in protecting the mojave. He himself said he doesn't care about exploiting people or ruling over the wasteland as some god-king like Caesar, or some government official like the NCR.

The Legion, though mostly unfleshed due to Obsidian's fault, isn't just 'crazed slavers'. They have cities, traders, and civilization. They have security and order. Though of course the Legion has many faults of their own as well.

The NCR, though yes a corrupted mess, also provides a sense of security and centralization that the region would benefit from. If left to actually defend their territory rather than constantly expand, they would be more efficient at actually protecting and providing for their own people. Their government is corrupted, but it has many morally good and intelligent people within.

The Followers will also work with you, NCR, or House.

Try mod organizer if you haven't already. There's a YouTube series explaining how to use it, for Skyrim at least, can't remember if there is a New Vegas version, but the thing about mod organizer is that it is supposed to be easy to use across different games.

Did anyone ever make an alternative ending for the Anarchy choice where you and Yes Man compile a collective of partisans and political officers to lead a coup?

The main flaw, as I understand it, is that the Courier is a politically insatiable warmongering saint in the majority of play-throughs. That's as contradicting as it sounds because their completion of the Anarchy run shows they like anarchy itself; thesis, and antithesis, but never synthesis as Caesar would put it.

Maybe through faction praise and precise NPC additions you could qualify the correct procedures and echelons of society to establish coverage of power vacuums.

Within this mod there could be multiple other endings depending on who you chose to help, give rise to or exterminate.
For example if you wanted to emprison the rest of the legion and tax the NCR's presence heavily, you could ask Joshua Graham or the current NCR Ambassador to take over either side of that choice; a harsh iron, or a soft temperance.

Maybe with the Enclave veterans reunited you could reinstate a mandatory Vegas military out of the old guard, create massive labour from penal systems and partner the Powder Gangers for supervision under robotic watch.

Some of the military higher-up's and the seat of power back in the core region are. The military itself is comprised of all sorts of people, a lot of them good. It's not black and white.
